Following a complex and long-running case of persistent anti-social behaviour (ASB) and criminal activity, we are reinforcing our message: no one should suffer in silence, and support is always available. 

We're here for our customers when they need us and we take a proactive partnership‑based, victim‑focused, and evidence‑led approach to tackling anti-social behaviour - with a mix of early intervention and enforcement where needed. 

Front Line Excellence – A Case Study 

This case involved a tenant engaging in alleged ongoing anti-social and criminal behaviour, including drug activity, intimidation of neighbours, criminal damage, and persistent disturbances. Reports included cannabis use, loud verbal altercations, threatening behaviour, and intimidation towards surrounding residents. 

Despite early intervention, including advice, tenancy breach warnings, and support offers, the behaviour continued over a prolonged period. 

The impact on neighbouring residents was significant. Victims reported: 

  • Loss of sleep due to noise and cannabis use 

  • Fear and distress caused by intimidation and threats 

  • Deterioration in mental health and wellbeing 

  • Concerns about safety for themselves and their families 

We recognise that coming forward can be difficult. In this case, one key witness initially felt unable to provide a statement. This highlights the very real fears victims can face. To ensure their protection, we: 

  • Put in place robust safeguarding measures 

  • Worked closely with partner agencies to manage risk 

Our priority throughout was to ensure victims felt safe, heard, and supported. 

A Partnership Approach 

This case demonstrated the importance of partnership working. We worked closely with: 

  • Police 

  • Local Authority 

  • Children’s Services 

  • Drug and alcohol support services 

  • Schools and education partners 

Together, we: 

  • Conducted joint visits 

  • Attended safeguarding and child protection meetings 

  • Gathered extensive evidence, including CCTV, incident diaries, and witness reports 

  • Secured a Community Protection Notice 

  • Progressed legal action to address ongoing harm 

Despite continued efforts to resolve matters through early intervention, support referrals, and enforcement measures, the behaviour persisted. Legal action was therefore necessary. 

Taking Action 

A Notice of Seeking Possession was served, and the case progressed through the courts. While the tenant chose to defend the case, the evidence clearly demonstrated continued anti-social and criminal behaviour. 

The court ultimately granted a possession order, bringing the case to a resolution. 

What this demonstrates, more than anything else, is that we understand reporting ASB can feel daunting. This case highlights both the challenges victims may face and the support available to help them through the process.

  • You will not have to face this alone
